Scotty’s Auction Service, a Federal Firearms Licensee (FFL), contacts NICS electronically or by phone. The prospective buyer fills out the ATF form 4430, and the FFL relays that information to the NICS. The NICS staff performs a background check on the buyer. That background check verifies the buyer does not have a criminal record or isn’t otherwise ineligible to purchase or own a firearm. All out-of-state buyers will be required to provide information for a FFL in their state where the firearms can be transported to perform the background check and complete the transfer. All fees and shipping are the expense of the buyer.
